On everything, from looks to power. Although, you may want to consider ignoring the phoenix force to make it more fair.
Anyway, in looks...complete tie for me
In attitude...Frost. I think empire puts it best

I say Emma is prettier naturally and she is a slut. She looses power-wise. Jean's telepathic skills are godly.

Emma as been stated a telepath almost on Xavier's level. though not quite.
I think in telepathy ALONE, Emma can match it up with Jean.
However, taken into consideration Jean's other powers, Emma looses.
