I'm not saying Ulqi's slow but Hiei moves so fast he's invisible and he can do hundreds of slashes in seconds my friend.
He can use dragon of the darkenss flame as well.

Ulquy is not slow. Is sonido is fast enough to leave a hollow mask wearing, bankai powered, flash step using Ichigo wondering wtf just happened. And that was BEFORE he used segunda etapa.
-Flash Steps already let you move almost as if your disappeared
-Ichigo's bankai increases the speed 10 fold (It's cause it's a compaction of his huge riatsu)
-And finally, he's wearing a hollow mask that pretty much powers both those by ten fold as well.
So, for Ulquy to be faster than THAT, it's pretty fast. Plus, when he did fight Ichigo under those conditions, he only used primera etapa. In Segunda Etapa, he's even faster.

This one is difficult... but i think ulquiorra wins!!! nobody can win just because of its speed.. what a speedy guy is going to do?? run away from the enemy?? Hiei most powerfull attacks (at least in the anime) needed some time to perform, so is speed can not help him there... but thats only my oppinion
